This is not a rumor.Facebook has already started experiment in US in which you will be able to send message to an unknown person.But for this you will have to spend 1 USD.It sometimes happens that you want to send message to some special person like any celebrity or any star but because of privacy option or not being a friend of that person you are not able to send message.In this case the option of paying 1 USD will allow you to send message to that person.
This kind of message will be delivered to the receipent to a different folder other than the regular inbox of the receipent. This will also stop spammers to prevent sending message to anonymous receipents.
A person will be able to send 1 message per week to an unknown person and in a month he or she will be able to send not more than 3 message by paying 1 USD. This will help a person to provide some important information to an unknown person.
Right now you can see that Facebook has highlighted the Privacy Shortcut option.Which gives you idea about all the privacy settings.Now each and every user will get more conscious about the privacy settings.So, an individual user will block a lot of person to whom they do not want to share anything or do not want to receive anything.
So,Facebook will also get a lot of chance to charge a lot of people.I think Facebook is playing a good trick right now.
